If you click on the extra-small size option and scroll down to Features & Details the dimensions given are: 26.45”L x 20.27”W x 22.24”H. Those measurements are accurate.

Q: Are the bars plastic as well? And how far apart are the bars?

Yes the bars are plastic and they are approximately 1 1/2 inches apart

Q: Is the small without cover bigger than small with cover? Dimensions change when you select with or without cover.

I don't know and would follow the changes it provides. I bought mine with a cover and the dimensions are 33x23x25. Really like this crate compared to the metal ones.
